Each year the official fan club organisation OGAE (Organisation Générale des Amateurs de l'Eurovision) run a 'Second Chance' contest for songs that missed out competing at Eurovision. Each OGAE Nation's Fan Club nominates a song that was in their National Finals competition and then all fan clubs vote on those songs. You can watch the 22 songs below.
